Parameters: 
 
        Tag                       Value                       
        timeouttype             - Type of timeout for setting. 
        value                   - Value of the timeout (in seconds). If value is in 
                                  hex, then add the prefix 0x.         
                                                                             
Remarks: Adds a global timeout to the service.

Deletes a global timeout.
